That I did not say this is, I think, proved by

On June 9th. I was officially informed by the

firm that the boycott had actually started in Hongkong

on the 8th. instant; on the 10th. I addressed strong

representations to the Viceroy in "anton and to His

Majesty's Minister in Peking (by telugraph); on the 14th.

instant I repeated my representations as at an interviow

with the Viceroy, and on the 16th. the proclamation I had

asked for, condemning the boycott, was inuued.

I was prepared, had the firm left the case in

my hands, to do my utmost to keep the Viceroy to the letter

of his proclamation, and I consider that we might,

the circumstances, have justifiably held the Viceroy and

the Chinese Coverment responsible for a continuance of

the boycott. This, Mossrs Butterfield and Swire's sur-

render has now rendered impossible.
